PROACTIVE LEGISLATION
VOTER I.D.
Job believes that it is essential that we pass the Voter I.D. Legislation that Senator Joe Leibham and other Conservative Legislators have been trying to enact for several years. Voting Fraud is running rampant in some areas, with as many as 5,000 Fraudulent Votes being cast in Milwaukee County in the 2004 Presidential Race. Every Fraudulent Vote that is cast, diminishes the strength of the Votes cast by Valid Voters.
MANDATORY INSURANCE
Wisconsin is one of about 3 States remaining that does not have a law making it mandatory to carry auto insurance. As a result, an estimated 15% of Wisconsin drivers are on the road, every day, without any auto insurance coverage. In an accident between an insured driver, and an uninsured driver, even if the insured driver is not at fault, their insurance company will more than likely have to pick up the tab for the uninsured driver's error, and ultimately pass that cost on to all of their customers. Wisconsin needs to enact Legislation that will make it necessary to have auto insurance prior to licensing a vehicle for road use, as is the case in nearly every other State.
CONCEALED CARRY LAW
In the 39 Concealed Carry States, citizens of sound mind and body who do not have a felony record cannot be denied a Concealed Carry Permit. As of 2006, only Wisconsin, Illinois, and the District of Columbia have absolutely no form of Concealed Carry provision. In March of 2006, the Kansas Legislature overrode the Veto of Kansas Governor Kathleen Sebelius. Statistics demonstrate that where Concealed Carry Legislation has been enacted, there is a measurable decline in violent crime. The 26th District's current Assemblyman
"flip-flopped"
his vote on Concealed Carry, and was the swing vote in preventing the Wisconsin Legislature from overriding Governor Doyle's Veto in the 2005-2006 Legislative Term. Wisconsin needs to pass Concealed Carry Legislation. Denying permits to Law-Abiding Citizens is not going to deter criminals from unlawfully acquiring guns.
DEBTOR'S PHONE-OWNER'S RIGHTS LEGISLATION
Although current Federal and Wisconsin Law exists in the form of "do not call" legislation, preventing telemarketers from bothering people in the privacy of their own homes, at present, creditors are exempt from these laws. Of course, creditors do have a valid right to be phoning their debtors to inquire about payment. However, many citizens complain of the same creditor calling them 7 days per week, and as many as 5 times per day.
That is, the SAME creditor calling 5 TIMES in a single day
. People must pay their bills, but at the same time, the repeated phoning of people who do not have the ability to pay amounts to harassment, and legislation must be crafted to regulate how many times per week a creditor can reasonably invade the privacy of their debtor's home.
This is not necessarily an all-inclusive list of the Proactive Legislation that needs to be passed in Wisconsin, and this list may be added to from time to time.
